On the first page are two sections: Preliminaries and Issues. Each section contains several topics. Click on any of these topics and you will find one or more papers, though under Issues only Foreign Policy contains any papers at the moment. Click on any of the papers and you will find the paper displayed in full. If you have registered, and only if you have registered, you will find above the paper title a “REPLY” tab. If you click on “REPLY”, you will be taken to a page where you can post a reply to this paper. Your reply may be in the form of a paper of your own, in which case please send it in MS Word or text format as an attachment. At the bottom of the reply box you will find a tab “Additional options”. Click on this tab and you will be able to attach your paper with your reply. Assuming that your paper is of sufficient substance, the moderator of this forum will post the paper for you under the same topic. We will contact you if for one reason or another we have problems posting it.
